Oh.., boy if this is for any other Disney Afternoon show, I'm stumped.
However, if it's TS related, then I'd have to say Hacksaw. What other Air Pirate is so dumb that (1) he gets rid of water on the hanger deck by opening in the bombay doors while sitting in the ocean, and (2) he's the only pirate who's jammed both his fuzzy ears into a finger ring (ear-ring???).

Dumbest bad guy... hmm....I'd have to say the Air Pirates' Prison Guard in P&L, he was dumb enough to be willing to let Rebecca and Molly out in exchange for the pink slip to the Sea Duck
"Me just lowly prison guard, no plane." I'd hate to think what he would've done to the Sea Duck if he DID get it...probably wreck it during takeoff...
